Request for Quotation: Consultant to undertake an evaluation of the Addressing Pervasive Discrimination Faced by LGBTQI Persons in the Pacific project

The Regional Rights Resource Team (RRRT) is the human rights programme of the Pacific Community (SPC).

RRRT is managing the Addressing Pervasive Discrimination Faced by LGBTQI Persons in the Pacific project on behalf of the project implementers, the Pacific Sexual and Gender Diversity Network. The project will end in May 2019 and an end of project evaluation is required.

The scope of work includes:

Desk Review – familiarisation with project through reading of progress reports and other project documentation.

Data collection and analysis – development of data collection tools and, once approved, the collection of qualitative data through face to face and/or Key Informant Interviews with project stakeholders.

Data analysis – analysis of qualitative and quantitative data against the DAC criteria of relevance, effectiveness, efficiency, impact and sustainability.

Report Writing – preparation of a draft English language written report and submission for feedback, then incorporation of feedback into a final report.
